Mtizamo wa HakiElimu Juu ya Bajeti ya Sekta ya Elimu 2015/16

1. Tunafurahi kwamba kiwango cha bajeti ya sekta nzima kimeendelea kuongezeka kutoka Trilioni 3.46 2014/15 hadi trilioni 3.88.  Hata hivyo ni muhimu kuzingatia kuwa ongezeko hili ambalo ni sawa na takribani asilimia 10 tu ya fedha iliyopangwa mwaka jana, si ongezeko  linaloweza kuleta mabadiliko yanayoonekana katika sekta ya elimu hasa ukizingatia kuwa thamani ya shilingi imeshuka na mfumuko wa bei umeongezeka. Inawezekana ongezeko hili ni matokeo ya urekebishajiwa mfumuko wa bei badala ya ongezeko halisi katika matumizi.

2. Hata hivyo uchambuzi unaonesha kuwa bado kiwango cha fedha za bajeti ya sekta kinachopangwa ni asilimia kati ya 15 – 17 ya bajeti nzima ya serikali. Wakati tunaamini kuwa kiwango cha asilimia 17 si kibaya, lakini ni muhimu kujua kuwa bado ni kidogo ukilinganisha na majirani zetu Kenya, Rwanda, na Uganda ambao wamefikia walau asilimia 20 -25. Na zaidi Tanzania hatujaweza hata kufikia kiwango kilichokubaliwa cha huko Darkar Senegal chini ya EFA, cha kuwekeza hadi walau asilimia 20 ya bajeti ya taifa katika elimu.

3. Lakini pia tunafurahi kuwa sekta ya elimu imeendelea kupewa kipaumbele kwa maana ya kuwa sekta inayopokea kiasi kikubwa zaidi cha bajeti ya serikali. Wakati ikipangiwa trilioni 3.46 mwaka jana sekta ya miundombinu ambayo ilifuatia ilipokea takribani trilioni 2.3 wakati mwaka huu sekta ya elimu imepangiwa trillion 3.88 wizara inayofuatia ambayo ni miundombinu imeshuka zaidi hadi takribani Trilion 1.9.
4. Hata hivyo bado kuna mapungufu makubwa ambayo kama shirika tungependa yafanyiwe kazi;
 
Kiwango cha fedha zinazokwenda kwenye matumizi ya kawaida bado ni kikubwa sana kuliko kinachokwenda kwenye matumizi ya maendeleo ambayo ni muhimu zaidi. Mathalani katika makadirio ya Trilioni 3.88 yanayopendekezwa mwaka huu wa fedha, 84% zimeelekezwa katika matumizi ya kawaida huku asilimia 16 pekee (bilioni 604) ndizo zinaombwa kwaajili ya maendeleo.
 
Lakini bado hata hicho kiwango cha asilimia 16 za maendeleo hakipelekwi Wizara ya TAMISEMI ambayo inahusika na kutekeleza miradi ya maendeleo Elimumsingi kwa maana ya msingi, sekondari na vyuo. Mchanganuo unaonesha ni asilimia 20 tu ya fedha ya maendeleo inapelekwa TAMISEMI na 80 iliyobaki inapelekwa Wizara ya Elimu ambao ni watengenezaji wa sera na usimamizi wake na sio watekelezaji wa miradi.
 
Hata hivyo kinachofanywa na serikali hapa, ni kuhamishia fedha nyingi za maendeleo kwa ajili ya mikopo ya wanafunzi elimu ya juu. Mathalani takribani asilimia 91 ya bajeti nzima ya maendeleo ya Wizara ya Elimu, imeelekezwa kwa Elimu ya juu, hii ikimaanisha fedha nyingi pia za maendeleo zitaenda kugharamia mikopo ya wanafunzi elimu ya juu badala ya miradi ya maendeleo. Uzoefu wa mwaka uliopita unaonesha zaidi ya asilimia 67% ya bajeti ya maendeleo ya wizara ilikwenda kwa Bodi ya Mikopo na 33% tu ndiyo ikaenda kwa miradi ya maendeleo.
 
HakiElimu tumeona pia bajeti ya sekta ya elimu ikisambazwa katika wizara zaidi ya tatu kwa ajili ya utekelezaji. Madhara ya utaratibu huu ni kuwa fedha nyingi zinaelekezwa katika kugharamia idara na watumishi wa idara badala ya kuelekezwa moja kwa moja katika uwekezaji. Lakini pia kunakuwa hakuna uwazi na ni vigumu kwa bajeti hii kufuatiliwa utekelezaji wake. Na hii inaweza kuwa mwanya wa rushwa na ubadhirifu wa fedha za umma.
 
Changamoto nyingine ambayo imekuwapo na imeendelea kujitokeza katika bajeti ya mwaka huu, ni utegemezi wa bajeti ya maendeleo kwa wahisani. Uchambuzi unaonesha bado takribani aslimia 50% ya bajeti ya maendeleo sekta ya elimu inatarajiwa kutoka kwa wahisani. 

Athari za kutegemea wahisani zinafahamika, ahadi zao zimekuwa hazitimizwi; fedha imeendelea kuchelewa kutolewa na hivyo kurudisha nyuma utekelezaji wa miradi, mathalani utoaji wa ruzuku na kutokamilika kwa miradi mingine ya uwekezaji. Tunadhani ni muhimu serikali kuangalia uwezekano wa kutumia fedha za ndani kufadhili bajeti ya maendeleo.

5. Changamoto nyingine, ni kutokuwepo kwa uwiano kati ya bajeti inayopangwa, fedha ambazo hutolewa na Hazina au wahisani na kiwango ambacho hasa kinatumika katika utekelezaji wa mipango na bajeti. Kwa miaka mingi wizara, halmashauri na taasisi zimekuwa zikitekeleza bajeti pungufu kutokana na kutopatiwa kiwango sahihi kilichopangwa katika bajeti, na hata kinachotolewa hakitolewi kwa wakati.
 
Mathalani katika mwaka wa fedha 2011/12 kiasi cha shilingi bilioni 129.6 zilipangwa kwa ajili ya matumizi ya maendeleo ya wizara ya elimu lakini ni shilingi bilioni 88.03 tu zilizotumika kutokana na nakisi ya bajeti. Aidha mwaka 2012/13 kiasi cha shilingi  bilioni 140 kilipangwa kwa ajili ya bajeti ya maendeleo ya wizara lakini ni shilingi bilioni 78 tu sawa na asilimia 56 tu ndicho kilichotumika. Aidha mwaka 2014/15 shilingi bilioni 453.6 ziliidhinishwa lakini ni shilingi bilioni 335 ndizo zilizotumika sawa na asilimia 73.
 
Nakisi katika bajeti pia inaathili utekelezaji wa miradi na program kama vile upelekeaji wa ruzuku shuleni, mfano katika mwaka wa fedha 2013/14 wastani wa shillingi 4200 tu badala ya shilingi 10,000 kwa kila mwananfunzi zilipelekwa shule za msingi wakati wastani wa shilingi 12,000 tu ukifika shule za sekondari badalaya shilingi 25,000 kwa kila mwanafunzi. Aidha katika mwaka wa fedha 2014/15 hadi kufikia mwezi Mei 2015 serikali ilikuwa imepeleka shuleni wastani wa shilingi 1812 badala ya 10,000 kwa shule za msingi na wastani wa shilingi 5800 tu badala ya 25, kwa shule za sekondari.
 
Hivyo wakati mijadala ikiendelea juu ya elimu ni muhimu serikali ifikirie upya suala hili la uwiano kati ya fedha inayoidhinishwa, iliyotolewa na kiasi halisi kilichotumika.

STATE COMMITS TO FREE SECONDARY SCHOOLING

PRESIDENT Jakaya Kikwete has reiterated the government’s commitment to provide free education at both primary and secondary levels, to make education accessible to all school age children.
Addressing diplomats accredited to the country at the New Year sherry party, hosted for Heads of Diplomatic Mission and International Organisations at the State House in Dar es Salaam on Friday evening, President Kikwete said the idea to make primary and secondary schools education accessible to every Tanzanian was a major undertaking on his government's part.
"The New Education and Training Policy was approved by Cabinet. The policy underlines improving access and quality of education and training as core tenet of the new policy.

Everything else is an elaboration of how to see this core policy tenet is realised. There are two important factors of the new policy that are worth mentioning.
First the renewed emphasis on ensuring that Tanzanians get the type of education that will cater for the needs of the job market in terms of wage employment and self employment.
The second is the aspiration of making secondary school education free from next year, 2016," said the president. He explained that through Public Partnership about 3,500 community secondary schools have been built since 2005 to date.
With regard to availability of primary and secondary school teachers, Mr Kikwete said 36,339 teachers were employed in 2014 remaining with a shortage of 45,233 teachers of whom 26,946 teachers are for primary schools and 18,288 teachers are for secondary schools.
“This is the lowest shortage of teachers we have ever seen in the last seven years. Indeed, the cooperative endeavour of some of you and us, to invest in teacher training is paying desired dividends,” Mr Kikwete said.

He underlined realisation of the aspiration to make primary and secondary schools education accessible to every Tanzanian, with coordinated preparations for smooth realisation of the noble goal. With regard to availability of text books in primary and secondary schools, the president said steady progress in tackling the challenge had been recorded.
In 2005, for example, President Kikwete said, in primary schools the ratio of book to students was 1:6 while in secondary schools it was 1:5. Through using own budgetary resources and support from development partners, in 2014 the ratio was 1:2 for both.

“I would like to use this opportunity to thank our development partners for their support, particularly the United States of America (USA) for donating 2.5 million science and mathematics books for secondary schools last month. The aim is to get to 1:1 ratio by 2016.
Your continued cooperation and support will be highly appreciated,” he said. Commendable progress was also registered in other socio-economic services namely health care, water supply, roads, airports and railways. "Equally important progress was made in the health sector.
This was in terms of building and equipping health delivery centres and dealing with diseases. "With regard to employment, in 2014 we employed 8,345 health professionals of whom there were doctors, nurses and other cadres.
With regard to training of health personnel, we were able to reach 97 per cent of our target of admitting 10,000 students by the year 2017. I am sure, therefore that, we will surpass that target by far by that time'" he said.

He further noted that remarkable progress had been registered in infrastructure development in 2014. The tarmac road network was extended by 1,459 kilometres with 19 tarmac roads completed in 11 regions. "This year we expect 24 roads to be completed in 12 regions.
This will add another 1,339.06 kilometres. We also expect work to start on eight new roads in Dar es Salaam, Iringa, Shinyanga, Simiyu, Kilimanjaro, Katavi and Arusha regions.
"Thousands of kilometres of earth roads have been improved using the Road Fund whose budgetary allocation has been increased to 751.7 billion shillings in 2014 from 504.4 billion shillings in 2013," he elaborated.
As for implementation of the rural electrification programme being undertaken by the Rural Energy Agency (REA), the president said 3,836 villages have been electrified by 2014 and another 1,500 are expected to be reached by June, this year.
"This means 43 per cent of all villages in the country will be covered giving an access to electricity for 38 per cent of Tanzanians as compared to 18.4 per cent in 2012.
This is no small achievement in a short period of two years. A lot has been achieved as well in the railway, ports and water sub- sectors. For brevity of time I will not go into details today," he noted. The Representative of the Pope in the country, Archbishop, Francisco Montecillo Padilla wished the country peaceful elections.
“We pray that Tanzania once again undertake peaceful elections to allow the people choose leaders of their choice,” he said. Speaking on behalf of other envoys, the Dean of Diplomatic corps, Ambassador Juma Mpango, who is also the DRC Ambassador to Tanzania, commended the government for immense contribution to peace in the continent.
“The ruling Chama Cha Mapinduzi (CCM) has spearheaded peaceful negotiations in Southern Sudan for restoration of peace to end armed conflict that claimed thousands of innocent lives.
Tanzania has peace keeping troops in the DRC and Dafur. This is clear indication the country’s commitment to promote human dignity,” he explained.
